A is a weird option - how can adapting Greek ideas be a continuation of Roman traditions? C is insulting. D is incorrect as Byzantine Empire didn't have gladiators.

It was a cynical deal indeed. The deal was  to remove soldiers from the south in exchange for getting support for presidency. Which basically meant that the President allowed for racism and oppression to flourish for a long time in exchange for getting political power.
