Those states reluctantly rejoined the Union.

Explanation:

The 14th Amendment had been rejected by most Southern states, so the federal government signed the Reconstructions Acts, splitting the South into five military zones, and forcing former Confederate states to ratify the amendment as a requirement to regain Congress representation.  

The Union Army secured the former Confederate states' compliance and on July 9, 1868, Louisiana and South Carolina ratified the 14th Amendment, making up the required two-thirds majority.
