Under the doctrine of stare decisis, the principle must be adhered to by courts of lower rank only. This will only apply if the higher court that established the law is on the same jurisdiction as the lower court that is requested to follow the said rule.

The doctrine of stare decisis concept is that the ruling of a court case being heard should be based on the rulings of past court cases which are the same in nature.
