All men over twenty-one years of age could vote :)
Bolivar hated the fact that political appointees who exercised power were appointed directly by the royalty without taking into consideration the views, or the agenda of the local population, and without involving their vote and voice at all.
The weaknesses are:
- There is only one vote per state
- Each state has its own tax for the trade and commerce
- Revenue comes from states. National Government cannot impose a tax
- Taxation cannot be enforced in states
- There is no national army or navy
- There are no national courts
- Each state has its own money
- There is no solid leader
- No action can be taken against border disputes
- Changes in articles require a longer time
Both partisans hoped that <span>The war would be quick, ending with one sudden bold stroke, like the capture of the enemy's capital.
The fort Sumter have a lot of heavy artilleries, so after the fort has fallen, both partisans believe that south Caroline will no longer has enough power to defend the region.</span>
