Under the system of checks and balances, which it's the system whereby all three branches of the government oversees, check and limit each other, the Legislative branch has the power to propose and make laws, and the President has the power to approve or reject those laws before they are enacted. If the President vetoes a law, the law, then, has to return to Congress and Congress has the chance to override the Presidential veto only if two-thirds members of each chamber vote in favor of the legislation.
