The reason behind the Constitutional Convention was to fix the flaws in the Articles of Confederation. The Articles of Confederation was America's first constitution. This constitution consisted of an extremely weak central government. The central government could not collect taxes, struggled to raise an army, and had no real control over state governments.

This is why the delegates at the Constitutional Convention eventually decided that the United States needed a brand new constitution. This new constitution would give the federal government significantly more power. This includes the ability to regulate interstate commerce and tax citizens.
