When there is a scarcity and choices for certain resources, 2 situations would happen:

- it would be harder for ALL people who want the resources to actually get it.

- some people would make plans/choices that make them able to collect more resources than others.

This means that most people who  want them but cannot collect it  would have to pay a certain amount of costs to the people who have the resources in order to get it.
