As the monster isn´t acutally powered by electricity, and it´s not created by a team nor paid for by the government, you can read that the monster is created to correct societal problems, such as the fear of dead and the creation of life that we couldn´t quite solve, not untill this day.

The monster is powered by electricity. This answer makes it really logical and easy to connect the monster and the Industrial Revolution. Electricity played an important role in the process of Industrial Revolution. And Mary Shelley's Frankenstein shows people's fear of technology back then that she created this character amidst the times of the progress.
