The social contract was an idea developed by the philosopher Rousseau. This social contract is an explicit or implicit agreement between members of a society to create rules, practices, or bodies to be governed by. Therefore, government is often the manifestation of the social contract into reality. Governments form the institutions and bodies that continue to construct or enforce the social contract.
