You won’t find cold, salty water at the surface, because the thickness of such a water mass would cause it to descend. The coldest water is the North Atlantic Deep Water and Antarctic Bottom Water, a large body of seawater that is distinguishable by its characteristic temperature and salinity range. This can be explained by their own formation. North Atlantic Deep Water is formed by the warm, salty waters of the Gulf Stream cooling in the Arctic areas and then sinking. Antarctic Bottom Water is formed by seawater exclusion. Sea ice formation in the Antarctic was very cold, the ice rejects the salt which may lead saline waters to sink.
