France and Great Britain declared war on Germany on 3rd September 1939, after Germany invaded Poland. France shortly before the aggression promised Poland that it would do so, (to help avoid the aggression) and Britain did this too, but the declaration was only on paper, and the two countries did not engage in fighting immediately and Poland was defeated.

Because the US had build boats, ships, and airplanes. Troop support was a main one. And we were allies with Great Britain , and The Soviet Union.
