A balanced chemical equation always follow law of conservation of mass.

This law states that mass can neither be created nor be destroyed but it can only be transformed from one form to another form. This also means that total number of individual atoms on reactant side must be equal to the total number of individual atoms on the product side.  

<u>For Example:</u> Formation of water molecule follows the equation:

2H_2(g)+O_2(g)\rightarrow 2H_2O(l)

<u>On reactant side:</u>

Total number of molecules = [2 + 1] = 3

<u>On product side:</u>

Total number of molecules = 2

From above, we conclude that total number of reactant molecules is not equal to the total number of product molecules.

Hence, the given statement is false.
