Saying something that contradicts what one means or believes is called VERBAL IRONY.

It is called verbal irony when one says something that is literally interpreted in a way totally opposite to the true meaning or feeling of who expresses it.

It is related to sarcasm, with the difference that in the latter there is a mockery towards the receiver of the phrase, while in verbal irony this does not happen.
