The proclamation of emancipation was issued by President Abraham Lincoln on January 1, 1863, as a military measure during the American Civil War. This proclaimed the freedom of slaves in the ten states that were still in rebellion.

The events nearing the end of the Civil War pointed Lincoln to the need to develop a reconstruction plan. The document suggested:  

  1. Completely pardon and reclaim property rights to all those involved in the rebellion, except for the most senior Confederate officials and warlords.  
  2. The need to form a new government.  
  3. The southern states had to take steps to liberate the slaves whose freedom had been violated.
  4. The point is that the plan was distributed to States where the federal authorities had no control.
