In many public assistance programs, about half the people who are eligible do not participate because they do not want to devote
NISA [10]

Answer:

Put forth the effort

Explanation:

Sadly many people have a sense of "entitlement" meaning that they believe because they merely exist, they should be given things in life.

That is not how the real world works. What ends up happening is normally a catalyst takes place. Someone dies, gets sick, or the person is on the verge of homelessness or maybe even becomes homeless before they are willing to commit to doing the hard-work, gathering information, or maybe simply swallowing their pride and asking for help.

There is nothing wrong with seeking temporary help. The issues comes in when people do not want the help to get through a tough time but instead view the assistance as a way of life and rely on it instead of doing more work to fully support themselves.
