There is an Army marching towards your city. You need to raise a defending army, build walls around the city, and this has to be

done fast. The problem is that you don't have enough money to do it, so you'd neee to get the upper classes to contribute. Which goverment would be the best to have in this situation. Also describe why you would choose the goverment

I think the best form of government to have in this situation would be an autocracy. I say this because the ruler would be able to order the upper classes to contribute to building the wall or donating money.
