Noble classes tried to grab as much of the Industries as possible, and welcomed people who wanted to work on making newer technology. They tried to monopolize and control as much as possible too. 

However, the Industrial Revolution did change some of the scale on the balance of power, in which the aristocracy lost some power and the ordinary people gained more
