Okay well time signatures can be broken down like this: the top number (in this case, 2) is how many beats/notes there are per measure, and the bottom number is what kind of notes (in this case, quarter notes). So to make 2/4 you'd need to put 2 quarter notes per measure. Hope this helps :)
