ANSWER: B) The president has to sign it.

EXPLANATION: There are eight steps of forming a bill into law which starts from drafting of the bill and ends when the president signs on it. There is one more step after president signing the bill which is if the senate decides to reject the bill, they can veto it and it will not be passed into a law. This step is an optional one and happens only if the president signs the bill after the bill does not get majority vote from both the houses. So, to conclude, president signing the bill can be considered as the last step of lawmaking process.

• First, the bill is introduced by a senator in the Senate or by a representative in the House of Representatives.

• After the introduction of the bill, it is reached, discussed and changes are done by the committee appointed for this purpose. The bill is sent for voting to the both the houses.  

• If the bill is passed by one house of Congress, it goes to the other house for the process of discussion, researching, making changes, and voting.  

• Once the bill is approved by both the houses or passed by the majority of votes in both the houses, then it is present to the president for signing.  

• The president considers the bill. Then, he/she approves the bill and signs it into law.

• In case the president vetoes a bill, Congress has the right to override the veto through vote and the bill becomes a law.  In case the president pocket vetoes a bill after Congress has adjourned, the veto cannot be overridden.

I’m going to go with the 3rd. Everyone knows(should know)the 1st, 2nd , 4th and 5th but it’s rare for people to know the 3rd without at least a reminder. It’s the one about not quartering soldiers in peace time. This is the least argued amendment. I don’t think it’s even been incorporated through the 14th since it doesn’t ever come up. All that being said, if it wasn’t there I bet we would all get new roommates.
