I think this is the answer. The Pilgrimage of Cythera in Rococo style is a fantasy island seclusion of love setting, the birthplace of Venus. Some say is where lovers try to settle themselves to their home. 
I believe that painting focuses on couples and relationships and their ideal place to cherish their love for each other.
