Because the Congress wanted to increase spending to help the poor and unemployed. The Whip Inflation Now campaign was urged by President Ford to combat inflation in the U.S. by increasing personal savings and having disciplined spending habits in combination with public measures.

The whole WIN idea was seen as a low point in the campaign of president Ford, it was a series of rules and practices to increase saving by the citizens accompanied by some state rulings, the whole idea turned out to be very bad and Fords enemies used it against him to make him look bad, congress realized this form the begining and tried to go with a more conservative thouthfull plan.
