However, they are under the president's commands. Nevertheless, the president doesn't have control over it. And even though the president also didn't make foreign policy. He can with his or her project define the direction over foreign relations. Furthermore, he doesn't really practice the execution of all of the government's foreign relations moves. But his or her Executive branch does, following the president's command so he or she has control over foreign policy.
