Now, to understand this answer we need to analyze it pretty well. First of all, the president can't control Budget policy it goes to congress. However, he can ha a nice influence on it with is a government program. Now, military policy is not defined by him. The Defense Department has it's own directors and policies. However, they are under the president's commands. Nevertheless, the president doesn't have control over it. And even though the president also didn't make foreign policy. He can with his or her project define the direction over foreign relations. Furthermore, he doesn't really practice the execution of all of the government's foreign relations moves. But his or her Executive branch does, following the president's command so he or she has control over foreign policy.

An Indigenous City is simply a known area or center of population, commerce, and culture that is particularl to a country.

Enterprise Zones (EZs) in the early 1980s were set up in areas with high unemployment. The aim therefore was to attract start-up companies to the area to create jobs and also it was done by reduction of tax, e.g. on corporations and land.
