The two lines that are being compared are "as the deer bounds over the hill" and "she ran out swiftly to meet her daughter".
This is called a simile because the comparison confess with the use of "like or as". Meaning, the goddess jumped up quickly to see her daughter.

This passage shows that the goddess is very excited to see her daughter and therefore must be very happy and live her daughter a lot to leap up and run outside at the sound of the chariot that if bringing her.
