Cindy is an adult, so in theory, she can throw any party she wants. But she still lives in her parents' house and this has to be taken into consideration, they have a reputation to lose if something goes wrong.

The best decision would be to change the arrangements for the party: instead of inviting random people  (which is crazy and dangerous given the amount of alcohol in house), she should invite only a group of trusted friends. This way the safety of them is guaranteed as they know each other. If it is too late to change anything because people are expecting the party to take place, she could cancel it due to a problem ( lack of parents' permission for example) or not let all the people into her house. If they insist, she should call the police.

Throwing a huge party with strangers is insane, they would get drunk, destroy the house, bother the neighbors and behave in improper manners.

The Fundamental Orders were adopted by the Connecticut Colony council on January 14, 1639 O.S. (January 24, 1639 N.S.). The fundamental orders describe the government set up by the Connecticut River towns, setting its structure and powers. They wanted the government to have access to the open ocean for trading. Whereas the Mayflower Compact was a general statement in favor of majority rule and government in the interest of the common welfare, the Fundamental Orders set up a detailed scheme of government in which the sovereign power rested with the freemen. No mention was made of the king.
