This means that for a total of 96 rooms, it takes:

the total number of rooms divided by the number of rooms that one employee can clean during the eight-hour shift

total of 96 rooms / 16 rooms that one employee can clean = 6 employees  

which means they will need six employees to clean all 96 rooms during a shift of eight hours.
