If she bought 4 shirts   x=4

210 = 4*20 + 25y

210 = 80 + 25y

Subtract 80 from each side

Divide by 25

130/25 = 25y/25

She bought 5.2 skirts

She cannot buy part of a skirt, so if she spent exactly 210 she cannot buy 4 shirts and 5.2 skirts.  NO
