At the time of the rebellion, the weaknesses of the federal government as constituted by the Articles of Confederation were evident to many. A vigorous debate was taking place in all states about the need for a stronger central government, and the Rebellion did nothing more than confirm this need.

One effect of Shay's Rebellion was that leaders agreed that a stronger national government was needed. The leaders, including Thomas Jefferson, were shocked to see how the rebellion played out and realized that the angry farmers were not being quelled, so more had to be done. There were no rules on how to handle the situation which had become out of control, and state and governmental leaders realized they needed a stronger, centralized government.

The three branches of government are set up so that each branch of government has a defined role and that the roles are divided amongst the branches. This is known as separation of powers. So, in practice, the legislative branch might create the laws and the executive branch would execute those laws via agencies. Or the Executive branch might nominate a Judge but the legislative branch has to approve the Judge.

Checks and balances ensures that power remains evenly distributed amongst the three branches of government by giving each branch roles and limits to their roles.
