Cot(x -pi/2) = (cos(x -pi/2))/(sin(x -pi/2)) = - sin x / cos x = - tan x

Ignore the fact that it says limit because when sin (pi) is here it is not an Undefined Point, whatever value the calculator says is sin(pi) is the answer.

It can be a function if it's horizontal because it's only touching each point once, it can't be a function for a vertical line because it's straight up and down and it'll hit every point
