Eggers uses sequence of events, conflicts, and the social and cultural context to develop the theme that extreme conditions bring out both the best and worst in society. He does this through social and cultural context by stating since he was Muslim he was racially profiled. He does this through conflicts for example by stating his inability to get the phone number of his wife because of a soldier (Character vs Character). And he uses sequence of events by stating how illogical it was on the part of the cops for arresting him on accounts of him being a "wouldbe" terrorist after he helped save some people after the hurricane hit.
