Scientific laws are proven observations it is result of scientific theories. Scientific laws are already proven facts. The explanation of a phenomenon is called a scientific theories. It is a mystery that theories turn into laws with enough research.

Scientific theory is what the scientist thinks is correct, but still has room for correction, while a scientific law is proven by experiments over and over again to deem it's correct.
