King Ashoka affected Mauryan empire. He became a Buddhist after he lost a fight and then ceased all military activities in the Mauryan empire and started constructing roads, schools, rest houses, hospitals, and wells for his people. He applied Buddhism in the way he ruled his empire.

2) there are more time to create tools, and possessions and other needed things can be kept longer

3) If you hunt and gather more, it would just result in more surpluses.

In Puerto Rico it was useful, in Cuba not so much. Cubans perceived the outcome as occupation and didn't want to have United States occupation in their country. Puerto-Ricans had a form of a civilian government with independence and Puerto-rican citizenship but the country belonged to US.
