The central idea of the fourth paragraph of Of Plymouth Plantation is that the ship was unable to sail to Hudson's River, so it returned to Cape Cod instead.
The pilgrims wanted to go elsewhere, but couldn't pass through this river, which is why they had to return to Cape Cod and start their settlement there. It is the first location in America where they settled, after which the immigration into America slowly started.
