Are you arguing for or against this statement?  The statement has a serious problem which is that the constitution was amended right after it was written (and the bill of rights was added).  There were actually 12 amendments proposed at that meeting and only ten passed. The constitution has been amended multiple times since then. There was a lot of debate about the whether the states or the federal government should have more power - this is the central argument in the Federalist Papers (if you've seen Hamilton, the musical, it's about those people who were part of this debate). The framers of the constitution didn't all agree with each other. Some were more in favor of states rights while others where more in favor of a centralized government. In fact, it was that disagreement that led some of the participants in the constitutional convention to leave without signing it.
