According to the constitution of the United States, there are only 3 main requirements to be able to become a member of the US House of Representatives you have to be at least 25 years old, you have to have been a US citizen for at least 7 years, and you have to be currently living on the state that you want to represent. So from the options the only that would prevent Eric from becoming a member of the US House of Representatives would be the fact that he is 24 years old.
Because non-communist governments wanted to control its spread, and prevent other countries from becoming communist. I guess because communism's style of governance is unfair to some.
