The United States was neutral during the start of the war because it wished to follow an isolationist policy to keep it out of the war, but it also didn't want to just turn its back on its allies.  The way Roosevelt got around this was to authorize the Lend-Lease Act which allowed the United States to lend out or lease military equipment to aid it's allies.

Although the United States decided to maintain a foreign policy of neutrality and did not want to intervene in the European issues, it was worried about the permanent growing of Hitler's Germany in the European scene. That is why the US government passed the Lend-Lease Act, allowing Great Britain to borrow weapons, and the US increased expenditures in weaponry. It knew something was brewing in Hitler's mind.
