If it was the mainland states it took 305 years for it to be settled.  The Western frontier took 137 years for it to be finally settled.  At first there were  a lot of restrictions but due to the discovery of gold and unclaimed land available, people flocked in large numbers to settle into this new frontier to have a better life.
