General form of the line equation is: y= mx + c 
where m is the slope and c is the constant 
the slope here is given and equal to 3 
so, m= 3 
y= 3x +c 
to get the constant c, substitute with the point in this equation 
y= -2 & x = 1 
-2 = 3*1 + c 
c = -5 
then the equation of the line is y = 3x -5 
y = 3x -3 -2 
y +2 = 3(x-1)
