This law was considered a success for a few different reasons:
1) It was one of the few laws passed, as nine out of thirteen states had to agree on it.
2) It allowed the US to expand their territory.
3) It resulted in the process that would later be used in order to turn territories into states.
The Northwest Ordinance laid the foundation for how territories became states. This included population requirements and the creation of a state constitution. This foundation was then used to add territories, even after the Articles of Confederation was replaced by the US Constitution.
