Read the following passage. The courthouse expansion project cost taxpayers more than $2 million to add just six new courtrooms.

Two of the new rooms are not even being used, due to unfinished electrical work. Additionally, the construction was a major inconvenience for three long years. Any person who had to visit the courthouse had to deal with loud noises, lots of dust, and detours throughout the building. What is the author’s viewpoint?

It’s negative because they are talking about how people have to deal with loud noises, dust, and that two of the new rooms aren’t being used.
