I believe strong acidic conditions are no used because the amine will be completely protonated. The strong acid condition decreases the rate of reaction of the amine. The fastest imines formation occurs with a pH of 4-5. When there is no free electron pair, it is no longer a nucleophile and so nucleophilic addition cannot occur.
