Gene order is extensively conserved between closely related species, but rapidly becomes less conserved among more distantly related organisms, probably in a cooperative fashion. even between very distant  species this suggests the relative existence of selective processes that maintain the organizations of these regions.

Prokaryotes have evolved in such a way that the genetic control is related to the growth and cellular division. The genetic expression changes with the change in its immediate environment. This allows the cells to adjust their protein production in response to the environmental conditions.Prokaryotic gene regulation is controlled at the transcription level. In prokaryotes, genes are arranged into operons where multiple genes are regulated as a single transcription unit under one promoter sequence.  

All the genes organized into operon are associated with a similar metabolic pathway. Eukaryotes have complex body organization, so their gene expression is not related to growth and division. They can maintain the internal environment (homeostasis) by altering the gene expression. Their gene expression controls the development of different systems of the body that perform specific functions.
