Well, there were tons of factors that generally made Late Middle Ages Europe a sucky place to live in.

For starters, there was The Black Death. An estimated half of the ENTIRE population died to this plague.

There were also lots of conflicts within territories, making everything extremely chaotic ON TOP of the fact that basically everyone was dying to a plague.

Toyotomi Hideyoshi was responsible to unify Japan in the 16th century. He put an end to the power of the feudal lords and acquired the political and military position becoming the main governor of Japan. To maintain power, Hideyoshi used the force and the threat, persecuting his enemies.  

Louis XIV name himself as The King Sun, and just like Hideyoshi, Louis XIV cumulated the political and social power, but in the case of him, the maintaining of the status quo was based on religion. This means that, according to Louis XIV, his power and influence came from God.

The answer is deficit spending.  It is said that it is usually done to fuel the economy in times of recession.  To do so, one must be careful that it does not lead to a permanent deficit.  There are some who are  against this because they believe it to be a bad policy.
