The correct answer are literacy tests were banned and the federal government had more power to enforce laws.

The Voting Rights Act was passed in order to ensure the right of African American men and women to vote. Before this time, there were several obstacles that stopped this population from voting. This includes paying a poll tax, passing extremely difficult literacy tests, having to prove their grandfather voted thanks to the grandfather clause, etc.

However, after the Voting Rights Act, these types of obstacles were made illegal. Along with this, the federal government used their power to ensure the enforcement of these laws. Federal officials were at all polling places in the South where these types of laws used to exist.
