It is a form of persuasive language use to promote an emotive reaction from its audience and readers.

The first sentence seems ambiguous and even logical as one expects that right things should stand out.

The second part... blood of the slain.... the weeping voice ....starts preparing the reader for the experience lived until it reaches its finally state "tis time to part' .

The meaning of Part (depart) is congruent to death in this sentence. - the final state of nature that we all know to be inevitable but unwanted thus it produces a certain amount of fear - perhaps of the unknown, sadness, pain about the experience lived during the separation and most times despair because of its no-return/no solution significance.
