The legislature was going by a double government with 2 lords that were drawn from the most conspicuous families. They performed and dealt with military, legal and strict capacities. Sparta didn't permit outsiders to hold government positions and they weren't as welcome as different occupants. Outsiders were now and again coercively ousted from Sparta by their neurotic hosts.
