1. The Spartan were feared that the helots would revolt.

2. Helots were the captured workers who served the Spartan citizens.

3. Spartan boys began military training at age 7, and remained on active duty until age 30.

4. Soldiers were encouraged to succeed or die trying. 

5. Ultimately, Sparta fell behind science and trade because they only focused on military.

Q2. Sparta had an administration that had components of a government, a theocracy and vote based system. The legislature was going by a double government with 2 lords that were drawn from the most conspicuous families. They performed and dealt with military, legal and strict capacities. Sparta didn't permit outsiders to hold government positions and they weren't as welcome as different occupants. Outsiders were now and again coercively ousted from Sparta by their neurotic hosts.

They were supported by Western governments in the face of the threat of a world communist revolution.
