Several of these ships were actually transporting munitions to European powers. Some of them were trying to reach various shorelines. Or maybe even trying to go along their usual route doing their best to avoid the war... That's all I have.

I would say that such an international team would rely on its diversity to give it an advantage of a team only from one nation as say in a geological international team that had members from countries with different geological environments ie say one that had major volcanoes like Ecuador or Guatemala compared to one that had major Precambrian Shields like say Brazil or Canada would have an overall much more rounded understanding of the composition of the earth not restricted to a small part of it.,,

So, first, they needed to figure out what their new country was going to be and who was going to lead it because they didn't want a monarchy or a king. They pretty much knew they wanted George Washington to lead the country but they were unsure about what type of govt the wanted.
