The Great Compromise there was a concern about the smaller states and whether or not they would get their voice heard in Congress. It established the two houses of Congress, The House of Representatives which the Virgina Plan desired appointed by a states population size and a Senate with each state being appointed two senators as the New Jersey Plan wanted.
