I'm sure it's the second one, 'People were scared about the frequency of hurricanes.' But third also works!

Answer:

The most likely reason the number of tourists visiting Florida decreased between 2004 and 2005 may have been that the number of flights to Florida decreased because of hurricanes.

Explanation:

A hurricane is a tropical cyclone that causes winds of enormous force, which destroy buildings and vegetation, in addition to generating continuous storms that can generate floods.

Florida, due to its location within the tropical zone, usually receives hurricanes periodically between July and November. This means that residents and tourists also know this situation, so it should not affect their lives or travel plans.

But these hurricanes do affect airport availability and even flights become dangerous, so a particularly hectic hurricane season could affect the state's transportation system.

As we can see, in 2004 86 million tourists visited the state, while in 2005 the number decreased marginally by 2 million, at the same time that hurricanes were 6 instead of 4. These numbers show that there was no psychological impact on tourists , but an impossibility of the transport system to bring tourists during the hurricane period.
