A. public schools is the correct answer. Until this time, education had only been available to the wealthy. They hired special tutors for their children or were able to afford private school. Horace Mann led the movement to get public schools going. Public schools allowed children to go to school for free, based on the taxes that people pay. Public schools also upped the standard by which teachers were prepared to educate the students in schools.
