Open skies plan of President Eisenhower hopes to have a unilateral agreement on arms control between nations. Although Germany rejected the proposal believing such policy is an espionage technique, the rejection made clear that the Soviet Union has been indeed having arms preparations. It is further verified by an approved espionage plane of the US.
